Floodplain Engineering & FEMA Compliance

Specialized floodplain engineering and FEMA compliance services for residential, commercial, and development projects in Texas flood-prone areas. Our licensed civil engineers perform floodplain analysis, prepare FEMA LOMA/LOMR applications, design flood mitigation systems, and ensure your project meets NFIP and local floodplain management requirements.

NFIP Compliance Consulting

Consulting on National Flood Insurance Program requirements and local floodplain ordinances.

When floodplain engineering may be needed

Floodplain engineering may be needed when a property is within or near a FEMA Special Flood Hazard Area shown on the effective Flood Insurance Rate Map, when a local floodplain administrator requires a floodplain development permit, or when a FEMA map change is sought for a property or project. ALFA's services fall into three areas: floodplain studies (base flood elevation analysis, floodplain mapping, and hydraulic modeling), no-rise analysis (hydraulic studies for proposed work within a regulatory floodway), and FEMA map-change support (LOMA, LOMR, and CLOMR application preparation). The required scope depends on the project, the location relative to the floodplain and regulatory floodway, and the reviewing authority — typically the local floodplain administrator and, for map changes, FEMA. Confirm current flood zone, floodway, and base flood elevation data for your property on FEMA's Flood Map Service Center and with your local floodplain administrator.

Project steps

  1. 1Flood data review — ALFA reviews the effective FEMA Flood Insurance Rate Map, base flood elevations, floodway boundaries, and any local floodplain ordinance requirements for your property.
  2. 2Scope determination — the required engineering scope is determined based on the project, the flood zone and floodway status, and the reviewing authority's requirements.
  3. 3Analysis & documentation — ALFA performs the agreed floodplain study, no-rise analysis, or FEMA map-change application support (LOMA, LOMR, or CLOMR) as scoped.
  4. 4Submittal & coordination — ALFA coordinates with the local floodplain administrator and, for FEMA map changes, prepares the application package for FEMA review; FEMA and the local authority make the final determination.

Floodplain engineering scope varies by project and is not the same for every site. A no-rise study is required only for proposed work within a regulatory floodway; many floodplain projects do not involve a floodway and do not require a no-rise analysis. FEMA map-change support (LOMA, LOMR, CLOMR) is a separate process from a floodplain development permit and is only needed when a map revision or removal is sought. The specific scope for your project is defined in your proposal. ALFA does not guarantee FEMA approval, map revision, or local permit issuance — FEMA and the local floodplain administrator make the final determinations.

Information needed for a quote

  • Property address
  • Proposed work or project description
  • Survey or elevation information (if available)
  • Existing site or building plans
  • Agency or floodplain administrator comments (if available)

You don't need all of these to start the conversation. Share what you have and ALFA will help identify what else is needed for your proposal.

Availability: Floodplain engineering is available statewide. On-site visits, when included in the agreed scope, are scheduled based on project location.
