Identifying the right civil scope
Civil engineering design covers the site infrastructure, drainage, stormwater, grading, utility, and permit-ready civil plans for residential, commercial, and municipal projects across Texas. Because civil work overlaps with several related disciplines, ALFA helps you identify the scope that fits your project — and where surveying, geotechnical, architectural, or MEP services are separately required. The specific services included for your project are defined in your proposal.
Civil design is distinct from surveying (boundary and topographic field work, performed by a licensed surveyor), geotechnical investigation (soil borings and engineering recommendations, performed by a geotechnical engineer), architectural design (building design and permitting, performed by an architect), and MEP engineering (mechanical, electrical, and plumbing systems). ALFA provides civil engineering design; surveying, geotechnical, architectural, and MEP services are included in your scope only when explicitly stated in your proposal.
Project steps
- 1Scope identification — ALFA reviews your address, proposed use, acreage, building area, and development stage to identify the civil services your project likely needs.
- 2Design — grading and drainage, stormwater and detention, utilities, erosion control, and site civil plans are prepared against the applicable jurisdictional criteria.
- 3Specialized coordination — where a project needs deeper analysis (detention sizing, hydrology, floodplain, or SWPPP), ALFA coordinates the specialized civil scope and references the related service pages below.
- 4Agency submittal & comments — ALFA coordinates the submittal with the reviewing jurisdiction and responds to agency comments; the authority having jurisdiction makes the final permit decision.
Civil design requirements are set by the permitting authority and depend on project conditions such as site size, impervious cover, drainage, and local criteria. ALFA does not publish generic thresholds and does not guarantee permit approval. Surveying, geotechnical work, architectural design, MEP engineering, and agency review and permit fees are included only when explicitly stated in your proposal. Requirements for your project are confirmed with the applicable jurisdiction.
Information needed for a quote
- Property address
- Proposed use or development concept
- Site acreage
- Building area (if known)
- Development stage (raw land, replat, redevelopment, addition, etc.)
- Available survey or topographic information (if available)
- Agency or reviewer comments (if available)
You don't need all of these to start the conversation. Share what you have and ALFA will help identify what else is needed for your proposal.
Availability: Civil engineering design is available statewide. On-site visits, when needed, are scheduled based on project location.
