What land development engineering covers

Land development engineering focuses on the early planning and coordination needed to transform raw land or a redevelopment site into buildable, permit-ready lots. ALFA's licensed civil engineers support preliminary site review and feasibility, subdivision platting (preliminary and final), replatting and lot adjustments, zoning and land use analysis, development constraints and infrastructure needs assessment, utility and drainage infrastructure planning, and coordination with reviewing agencies. The specific scope depends on the project, the development phase, and the requirements of the reviewing jurisdiction.

Land development engineering covers early planning, development constraints, infrastructure needs, and coordination. Once the land-use framework and platting are established, detailed civil construction plans for the proposed project — site layout, grading, drainage, utilities, and erosion control drawings — are prepared under Site Development Engineering. ALFA offers both, and your proposal defines which is included for your project.

Project steps

  1. 1Preliminary site review — ALFA reviews available survey, topographic, environmental, zoning, and prior review information against your proposed use and the applicable jurisdictional requirements.
  2. 2Development constraints & feasibility — site constraints, drainage conditions, utility availability, access, and regulatory requirements are evaluated to determine development feasibility and infrastructure needs.
  3. 3Platting & land-use planning — preliminary and final plats, lot layout, replats, and zoning or land-use support are prepared as scoped for the reviewing jurisdiction.
  4. 4Infrastructure & civil design coordination — water, sewer, and drainage infrastructure planning is coordinated with the detailed civil design effort for the proposed project.
  5. 5Agency submittal & comments — ALFA coordinates submittals with the reviewing jurisdiction and responds to agency comments; the authority having jurisdiction makes the final plat and permit decisions.

Land development engineering is distinct from surveying, geotechnical investigation, environmental studies, architectural design, and agency review fees. Surveying, geotechnical work, environmental studies, architectural work, and agency review and permit fees are included in ALFA's scope only when explicitly stated in your proposal; otherwise they are provided by others or paid directly to the reviewing jurisdiction. ALFA does not guarantee buildability, plat approval, or permit issuance — the authority having jurisdiction makes the final determinations.

Information needed for a quote

  • Property address
  • Site acreage
  • Proposed use or development concept
  • Current development phase (raw land, replat, redevelopment, etc.)
  • Available survey or topographic information
  • Agency or reviewer comments (if available)

You don't need all of these to start the conversation. Share what you have and ALFA will help identify what else is needed for your proposal.

Availability: Land development engineering is available statewide. On-site visits, when needed, are scheduled based on project location.
