Before engineering design begins, the owner and design team should confirm the reviewing jurisdiction and collect reliable information about the existing property. Early preparation can limit revisions caused by missing documents, inconsistent drawings, or an incomplete project scope.
Confirm the permitting jurisdiction
A Houston mailing address does not always mean a property is located within the City of Houston. The project may be within Houston city limits, an unincorporated part of Harris County, another municipality, or an area affected by more than one reviewing authority.
Confirming the jurisdiction is one of the first steps because it determines:
- The applicable submission system
- Required applications and forms
- Current building and infrastructure criteria
- Reviewing departments
- Permit and plan-review fees
- Required inspections
