Comprehensive utility design engineering for residential, commercial, and municipal development projects across Texas. Our licensed civil engineers design water distribution, sanitary sewer, and storm drain systems, coordinate dry utilities, and ensure infrastructure meets local municipality and TCEQ requirements.

When utility design may be needed
Utility design may be needed for new development, redevelopment, subdivisions, and projects requiring new or modified water, sanitary sewer, or storm drain connections. ALFA's licensed civil engineers design water distribution, sanitary sewer, and storm drainage systems and coordinate with utility providers. The specific scope depends on the project, the serving utility, and the requirements of the reviewing jurisdiction.
Project steps
- 1Records & site review — ALFA reviews available survey, topographic information, site plan, existing utility records, and any agency or provider comments.
- 2Utility coordination — ALFA coordinates with the serving water, sewer, and storm drainage providers to confirm availability, connection requirements, and provider standards.
- 3Design — water distribution, sanitary sewer, and storm drain systems are designed, including sizing, routing, connections, and supporting calculations.
- 4Agency submittal & comments — ALFA coordinates the submittal with the reviewing jurisdiction and responds to agency and provider comments; the authority and utility provider make the final approval decisions.
Utility availability, capacity, connection approval, tap fees, and provider standards are determined by the responsible utility provider and cannot be confirmed by ALFA Engineering. ALFA does not publish generic connection sizes or fees and does not guarantee provider approval. Utility availability, capacity, and provider fees must be confirmed with the responsible provider.
Information needed for a quote
- Property address
- Proposed use or development concept
- Site plan (if available)
- Estimated water/sewer demand (if known)
- Available survey or topographic information
- Existing utility records or as-builts (if available)
- Agency or utility-provider comments (if available)
You don't need all of these to start the conversation. Share what you have and ALFA will help identify what else is needed for your proposal.
Availability: Utility design is available statewide. On-site visits, when needed, are scheduled based on project location.
