When a windstorm inspection may be needed

TDI windstorm inspections apply to qualifying structures in the Texas Department of Insurance (TDI) designated catastrophe area along the Gulf Coast, where a Certificate of Compliance (WPI-8) is generally required for windstorm insurance coverage through the Texas Windstorm Insurance Association (TWIA). ALFA's licensed engineers provide windstorm inspection services for qualifying residential and commercial projects. The inspection process and requirements depend on the construction stage and are administered by TDI — confirm current eligibility, inspector, and certificate requirements with TDI for your project.

Windstorm inspections differ by construction stage. For proposed work, the engineering plans are reviewed for windstorm compliance before construction. For work under construction, inspections during construction may be performed by a TDI-appointed Texas licensed professional engineer or a TDI windstorm inspector, and TDI issues a WPI-8 Certificate of Compliance for the inspected work. For completed work, a Texas licensed professional engineer evaluates the completed structure and submits documentation to TDI for a certificate of compliance — because completed work is more difficult to verify for code compliance, this may involve additional effort. Arranging an inspection is different from looking up an existing certificate: TDI publishes issued WPI-8 certificates on its Windstorm website, and existing certificates can be searched there without a new inspection.

Project steps

  1. 1Eligibility & stage review — ALFA reviews the address, county, type of work, and construction stage against the TDI Windstorm Inspection Program's designated catastrophe area and requirements.
  2. 2Plan or inspection support — for proposed work, plans are reviewed for windstorm compliance; for work under construction, inspections are coordinated during construction; for completed work, a licensed engineer evaluates the completed structure and prepares documentation for TDI.
  3. 3Documentation submission — ALFA prepares and submits the required inspection documentation to TDI for the applicable certificate process.
  4. 4Certificate issuance — TDI reviews the documentation and issues the Certificate of Compliance; ALFA does not issue certificates and does not guarantee issuance.

ALFA Engineering is a licensed engineering firm and is not a part of TDI. TDI administers the Windstorm Inspection Program and issues all Certificates of Compliance. Whether an inspection requires a TDI-appointed engineer or a TDI inspector depends on the construction stage and current TDI requirements. ALFA does not represent that it is TDI-appointed or authorized by TDI, does not promise certification, and does not guarantee that TDI will issue a WPI-8 or any certificate. Confirm current appointment, inspector availability, eligibility, and certificate requirements with TDI for your project.

Information needed for a quote

  • Property address and county
  • Type of work (new construction, re-roofing, addition, repair, etc.)
  • Construction stage (proposed, under construction, or completed)
  • Available plans and permits (if any)
  • Product information for installed materials (if any)
  • Prior certificates or TDI documentation (if any)

You don't need all of these to start the conversation. Share what you have and ALFA will help identify what else is needed for your proposal.

Availability: Windstorm inspections apply to the TDI designated coastal catastrophe area. Contact us to confirm whether your project and location qualify, and confirm current requirements with TDI. Engineering design services are available statewide.
