Stormwater Pollution Prevention Plan (SWPPP) preparation and management services for construction sites across Texas. Our licensed civil engineers prepare TCEQ-compliant SWPPP documents, design erosion and sediment control measures, and provide ongoing inspection and compliance management to keep your project on track.
Our SWPPP Services Services
SWPPP Document Preparation
Preparation of complete SWPPP documents meeting TCEQ Construction General Permit requirements.
Erosion & Sediment Control Design
Design of temporary and permanent erosion and sediment control BMPs for construction sites.
Site Inspection & Monitoring
Weekly and post-rainfall BMP inspections per TCEQ requirements, with documented reports.
Notice of Intent (NOI) Filing
Preparation and submittal of NOI and site notices to TCEQ for Construction General Permit coverage.
SWPPP Updates & Revisions
Ongoing SWPPP updates to reflect changing site conditions and BMP modifications.
Notice of Termination (NOT)

When a construction project may need a SWPPP
Under the TCEQ Construction General Permit (TXR150000), construction activities that discharge stormwater to surface water in the state and disturb one acre or more of soil, or are part of a larger common plan of development or sale that will disturb one acre or more, are required to develop and implement a Stormwater Pollution Prevention Plan (SWPPP) before construction begins. Projects disturbing less than one acre that are not part of a larger common plan of development are generally not regulated under the Construction General Permit. Confirm current applicability and requirements with TCEQ for your specific project.
Project steps
- 1Project review — ALFA reviews your address, disturbed acreage, site plans, and construction schedule to determine SWPPP requirements under the TCEQ Construction General Permit.
- 2SWPPP preparation — a site-specific Stormwater Pollution Prevention Plan is prepared, including erosion and sediment control BMPs, site maps, and inspection and recordkeeping procedures.
- 3Permit coverage documentation — ALFA prepares Construction Site Notices and, where applicable, Notice of Intent (NOI) documentation; the site operator is responsible for filing and maintaining permit coverage with TCEQ.
- 4Revisions & termination — SWPPP updates are provided as site conditions change, and Notice of Termination (NOT) documentation is prepared upon final stabilization.
SWPPP preparation is the engineering of the plan document and associated BMP design — it is not the filing of permit coverage, ongoing construction inspections, daily recordkeeping, or site implementation. Permit filings (NOI, NOT, site notices), weekly and post-rainfall inspections, SWPPP recordkeeping, and physical BMP installation and maintenance are separate responsibilities that may be performed by the site operator, a qualified inspector, or under a separate scope of services. Which of these ALFA includes is defined in your proposal. ALFA does not guarantee permit coverage, regulatory compliance, or TCEQ approval — the site operator remains responsible for compliance with the Construction General Permit.
Information needed for a quote
- Property address
- Estimated disturbed acreage
- Project description and scope of work
- Construction schedule (if known)
- Available site plans, grading plans, or aerial imagery
You don't need all of these to start the conversation. Share what you have and ALFA will help identify what else is needed for your proposal.
Availability: SWPPP preparation is available statewide. On-site visits, when included in the agreed scope, are scheduled based on project location.
